Live dari parlimen hari ini 26 Mei 2008: Rang Undang-Undang Terpenting untuk perbahasan sebentar saja lagi

iaitu Akta Perbekalan Tambahan (2007) 2008.

Kerajaan yang ditadbir oleh BN momohon pengeluaran tambahan sejumlah RM17,545,171,00. Ia bermakna bahawa kerajaan telah terlebih berbelanja dan kini ingin menuntut overspending tersebut dibayar daripada Kumpulan wang yang disebut Kumpulan Wang Disatukan.

Persoalan-persoalan yang timbul:

1. Adakah perbelanjaan tambahan yang diminta benar-benar adalah keperluan rakyat yang perlu dipenuhi?

2. Adakah kemungkinan pembaziran berlaku dalam perbelanjaan tersebut?

3. Dalam situasi di mana pendedahan laporan audit yang terkini hanya ada bagi tahun 2006, apakah perincian kepada perbelanjaan-perbelanjaan telah telah dilakukan bagi tahun Akta 2007?

4. Bagaimanakah keberkesanan planning, monitoring and control Kementerian Kewangan sehingga berlakunya kekurangan bajet pengurusan yang begitu besar?

Selesai membentangkan…dan disokong usul…

Akta ini adalah suatu Akta yang penting. Pengundian dilakukan secara berseorangan bergilir di antara Ahli Parlimen BN dan Pakatan rakyat selepas selepas perbahasan mengenainya.

Saya akan cuba cut & paste pembentangan Timbalan Menteri dari penyata rasmi sebaik saja hansaard diumumkan. 4.50pm

Tapi usul Akta Perbekalan Tambahan sedang dicelahi oleh perbahasan mengenai bangkangan Ahli yang Berhormat Lim Kit Siang mengenai suatu usul yang terdahulu yang telah ditolak oleh Yang di-Pertua selepas undian dibuat.

Kita tunggu perbahasan lanjut mengenai Akta Perbekalan Tambahan yang akan didahului oleh Datin Seri Wan Azizah selaku Ketua Pembangkang.

PKR Youth has urged the police to immediately investigate former premier Dr Mahathir Mohamad and five other high-profile individuals implicated in the royal commission report on the Lingam Tape scandal.

In a police report lodged at the Campbell police station in Kuala Lumpur, PKR Youth chief Shamsul Iskandar Mohd Akin stressed that the commission had found sufficient cause for the six to be investigated under a slew of laws.

pkr police lingam report 240508 jim“Thus, there is a possibility that their actions might violate certain legal provisions. At the very least, the commission’s findings should be a catalyst for further investigations (by the police),” he said in his report.

Apart from Mahathir, the five others are Umno secretary-general Tengku Adnan Tengku Mansor, senior lawyer VK Lingam, tycoon Vincent Tan, former Chief Justices Ahmad Fairuz Sheikh Abdul Halim and Eusoff Chin.

The five-member royal commission panel had recommended that the six by probed under the Sedition Act, Prevention of Corruption Act, Legal Profession Act, Official Secrets Act and the Penal Code.

Shamsul stressed in his report that the commission had found that the six individuals had the effect of undermining and eroding the independence and integrity of the judiciary.

PKR Youth leaders throughout the country are expected to make similar reports in order to pressure the police to act.

Only NZ holiday being probed

In another development, New Straits Times today reported that both the police and the Anti-Corruption Agency (ACA) had yet to begin probing the six individuals.

No action has been taken by enforcement agencies up to yesterday despite the highly anticipated commission report being released on Tuesday.

The daily also reported that the ACA only relevant ongoing investigation was regarding the New Zealand holiday in which Lingam’s and Eusoff’s families were seen photographed together.

The New Zealand holiday was not a central feature of the Royal Commission’s hearing but it was the first investigation related to the royal commission that has kicked off since the report was published on Tuesday.

The ACA had investigated the matter before in 1998 but the then attorney-general Mokhtar Abdullah had ordered the case to be closed due to ‘lack of evidence’.

The New Straits Times however revealed that the police are hot on the heels of three dailies for reporting some of the commission’s findings before the government decided to make the report public.

Several individuals, including the printers of the commission report, have had their statements recorded by the police who are trying to trace the origins of the leak.SPECIAL REPORT: The Lingam Tape
